The Truth About Measure B

How does the General Plan limit growth ?
~ It includes over 1,000 policies/goals to help protect open
space, agricultural lands and our rural environment.
~ It incorporates strict new policies that must be mitigated
prior to any development.
~ It restricts growth under numerous specific conditions like
fire-prone areas, agricultural land buffers and water-area
buffers.
Explain the contradictions of the population numbers.
County staff analysis shows the difference in population
between the Environmental-Alternative (which Meas. B
opponents support) and the Meas. B alternative is only 511
people!
The life of the General Plan is 20 years but opponents cite
20+ (plus!) figures, allowing them to extrapolate out to an
unknown future date called “build-out”. Legal analysis and
planners have made the following statements regarding buildout:
“With the substantial policies to be developed and applied
to new development it’s impossible to reach the hypothetical
build-out number.”
“Build-out is if every lot was developed to its maximum
potential density…slope constraints limit the ability to
maximize the density on high density and multi-family land ...”
“It’s unrealistic to assume that each parcel will develop to
its highest potential density…”
Will the General Plan help businesses and economic
development?
~ Yes! The 2004 General Plan provides for economic
development and attraction of new businesses while policies
secure the retention and expansion of existing businesses.
~ The county projects almost 19,000 more jobs under the
2004 General Plan than under the Environmentally Constrained
Plan favored by opponents of Measure B.
~ The 2004 General Plan establishes policies to develop
methods and incentives to keep sales tax revenues in EDC.
That means more local money for use in improving local
roads.
~ This plan recognizes that business tax revenues fund public
services like roads, parks, schools and libraries.
~ The 2004 General Plan keeps jobs in El Dorado County and
eliminates commuter traffic on the highway to jobs in Sacramento
County.
